A learner group is created when you want to assign a set of courses to a group of learners. Here the administrator can create groups, add learners & courses to a group/groups according to requirements.

Learner groups flow is mainly for corporate structure wherein the admin can see the growth of the learner in each group and each course, this is useful for the organization to keep track of employees' progress in his skill set.
